How it works across two council areas
Which council handles the planning side of your project depends on where it sits. Sunshine Coast Council administers the Sunshine Coast Planning Scheme 2014 across Maroochydore, Caloundra, Buderim, Mooloolaba, Nambour, Sippy Downs and the surrounding growth areas. Noosa Shire Council administers the Noosa Plan 2020 for Noosa Heads, Noosaville, Tewantin and Coolum. Most commercial and industrial buildings need a Development Approval (DA) from the relevant council for planning matters such as use, height, setbacks and parking, under the Planning Act 2016 and whichever scheme applies. Some fitouts and minor works may qualify as accepted development, which means the project can proceed straight to building approval without a separate council DA.
Once planning matters are settled, we assess your building plans as class 5 to class 8 (and sometimes class 9) against the National Construction Code (NCC) and the Queensland Development Code (QDC), and issue the Building Approval before construction starts. Tourism and hospitality projects, common along the coastal strip from Mooloolaba to Noosa, often carry class 3 elements for accommodation alongside class 6 or 9 areas for dining and function space, which adds a layer to fire and access assessment that a straightforward warehouse or office does not have. As your certifier, we carry out inspections through construction and issue the Form 11 Certificate of Occupancy at completion, which is what allows the building to be legally occupied and used.

Assessment and Building Approval
We assess against the NCC and QDC, including fire safety, access, structural adequacy and services, and issue the Building Approval.
Inspections through the build
We travel to site for staged inspections appropriate to the building class, checking structure, fire separation, essential services and accessibility as work progresses.
Final certificate
Once the building passes final inspection, we issue the Form 11 Certificate of Occupancy.

Does my commercial project need a council Development Approval?
Not always. Some commercial fitouts and minor works qualify as accepted development under the relevant planning scheme, meaning you may only need a Building Approval from a private certifier. We confirm which path applies once we have reviewed your plans and confirmed the council area.
How are tourism and short-stay accommodation buildings classified?
Tourism accommodation is generally class 3 under the NCC, and mixed use developments combining accommodation with dining or function space often bring class 6 or 9 areas into the same building, each with its own fire and access requirements. We assess the whole building against its actual mix of uses.
Do you certify projects in both Sunshine Coast Council and Noosa Shire Council areas?
