Building Certifier Sunshine Coast

Two councils, two planning schemes
Building here means working across two local government areas, and it pays to know which one you are in before you draw anything up. South of the Maroochy River and around Maroochydore, Caloundra, Buderim, Mooloolaba, Sippy Downs, Nambour, Beerwah and Palmview, planning sits with Sunshine Coast Council under the Sunshine Coast Planning Scheme 2014. North around Noosa Heads, Noosaville, Peregian and Tewantin, planning sits with Noosa Shire Council under the Noosa Plan 2020. The two schemes set different rules on things like secondary dwelling size, setbacks and overlay triggers, so a project that is accepted development in one shire is not automatically accepted development in the other. We check which scheme applies to your site before we assess anything.
Regardless of which council handles planning, building certification itself works the same way it does across Queensland. A private certifier, licensed by the QBCC and regulated under the Building Act 1975, assesses your plans against the National Construction Code (NCC) and the Queensland Development Code (QDC), issues the Building Approval, carries out the mandatory stage inspections, and signs off the final certificate: a Form 21 for houses, sheds and other class 1 and 10 buildings, or a Form 11 Certificate of Occupancy for class 2 to 9 buildings such as apartments, offices and warehouses.
What makes a Sunshine Coast build different
Two things set this region apart from a standard Brisbane suburb job. First, the coastal strip: beach houses and low lying blocks around Mooloolaba, Coolum, Caloundra South (Aura) and the Noosa waterways can carry coastal erosion, storm tide or flood overlays that affect siting, floor levels and construction detail. Second, the hinterland: acreage and rural residential blocks around Maleny, Montville and the ranges behind Nambour often sit under bushfire hazard overlays, and steep or sloping sites bring their own footing and access requirements. Wind classification also varies more here than in a typical inner Brisbane suburb, particularly on exposed coastal and elevated sites, so the construction category (N or C) needs checking early, not assumed from a standard house plan.

Do you have an office on the Sunshine Coast?
No. We work from our Brisbane office in Woolloongabba and travel to the Sunshine Coast and Noosa for inspections as part of every job. You get the same certifier and the same phone number throughout the project.
Is my project assessed under the Sunshine Coast Planning Scheme or the Noosa Plan?
It depends on which council area your site sits in. Sunshine Coast Council covers areas including Maroochydore, Caloundra and Buderim under the Sunshine Coast Planning Scheme 2014, while Noosa Shire Council covers Noosa Heads, Noosaville and surrounds under the Noosa Plan 2020. We confirm this before assessing your plans.
Do hinterland properties need extra approvals?
Many hinterland and acreage sites, such as those around Maleny and Montville, carry bushfire hazard or steep slope overlays that affect construction requirements and may trigger a council Development Approval alongside your Building Approval. We check overlays as part of our initial review.
What does building certification cost on the Sunshine Coast?
