How it works in New South Wales
Commercial and industrial projects in New South Wales usually follow a Development Application (DA) to council, followed by a Construction Certificate (CC) from a registered certifier before work starts. Some smaller commercial and industrial projects may qualify as complying development under the Commercial and Industrial Code, part of the Codes SEPP, which can mean a Complying Development Certificate (CDC) instead of a full DA and CC pathway, depending on the zoning, scale and use of the building.
Whichever path applies, a registered certifier is appointed as Principal Certifier once construction starts. The Principal Certifier carries out the critical stage inspections through the build and issues the Occupation Certificate before the building, or the relevant part of it, can be used. For a mixed-use building or a multi-tenant fitout, different parts of the building may reach practical completion at different times, and the Occupation Certificate process needs to reflect that.
