What a Construction Certificate is, and when you need one
If your Sydney project has been through council as a Development Application, you have probably heard you also need a Construction Certificate before you can start work. This post explains what a Construction Certificate actually checks, how it differs from your DA approval, and when you need one instead of going down the Complying Development Certificate route.
What a Construction Certificate is
A Construction Certificate (CC) certifies that your detailed construction drawings and specifications comply with the Building Code of Australia (part of the National Construction Code) and are consistent with the conditions of your Development Application approval. It is a separate step from the DA. The DA tells you your project is allowed in planning terms: land use, height, setbacks, design. The CC tells you the actual construction detail, footings, framing, waterproofing, fire separation and so on, is technically compliant and ready to build from.
You cannot start work on a DA-approved project until the CC is issued. A CC can be issued by your local council or by a private, registered certifier. Most homeowners and builders use a registered certifier because it is generally faster to schedule and gives you a single point of contact through to your Occupation Certificate.
CC versus CDC: not the same thing
It is easy to confuse a Construction Certificate with a Complying Development Certificate (CDC), because both are issued by certifiers and both relate to construction detail. The difference is what comes before them. A CDC replaces the DA and CC entirely for projects that meet every standard in the relevant SEPP code (the Housing Code or Low Rise Housing Diversity Code, for example). A Construction Certificate only exists alongside a DA, for projects that needed council's merit-based planning assessment first. If your project has gone through DA, you need a CC, not a CDC. What the certifier actually checks
When assessing a CC application, your certifier reviews:
Where something in the drawings does not stack up, whether that is a missing detail or a clash with a DA condition, the certifier will come back with what needs fixing before the certificate can issue. This is normal and usually a quick back and forth rather than a major delay, provided the design team responds promptly.

Since the Building and Development Certifiers Act 2018, you also need to appoint a Principal Certifier (PC) before work starts, who is responsible for the critical stage inspections and the final Occupation Certificate. The same registered certifier that issues your Construction Certificate is often engaged as the PC, which keeps one firm across the whole build from paperwork to final sign-off. How long a Construction Certificate assessment takes
Timing depends on how complete and consistent your drawings are when you lodge. A design that matches the DA conditions closely, with structural and BASIX detail already resolved, generally moves through assessment more quickly than one with gaps the certifier has to query. We would rather set the expectation that a well-prepared application is "often assessed reasonably quickly" than promise a fixed number of days, because the certifier cannot control how fast a design team responds to a request for more information, and every project carries its own complexity.
If your builder or architect is still finalising structural engineering or specialist reports when you lodge, it is worth flagging that upfront so your certifier knows what is still to come, rather than having the application sit incomplete.
